Quick answer
Publish your app from an Apple Developer organization account in the name of your commercial registration, not an individual account and not the developer's. It needs a D-U-N-S number, free through Apple's lookup form, and issuing and verifying it typically takes days to weeks depending on data accuracy. Store fees you pay directly: USD 99 per year to Apple and USD 25 once to Google. We handle every technical step; you sign only what requires the business owner.
Individual or organization account, and why we recommend organization
An individual account shows the person's name under the app. An organization account is opened in the company name, shows the trade name, and allows members with different roles. The fee is the same, but three things matter: the name customers see; continuity, because an individual account is tied to one person; and roles, because in an organization account we work with limited upload permissions that are revoked after handover, while an individual account leaves only password sharing. In both cases the account is in the client's name, a fixed clause in our contracts.
D-U-N-S steps for a Saudi registration
- Request the number if none exists: the company's English name exactly as in the commercial registration, the national address, a company phone number, and a contact person with title.
- Match the name exactly. The most common delay is an English name or address that differs from the registration. We review this with you before sending.
- Wait for issuance. The number arrives by email, then Apple needs more time before it appears in its database.
- Enroll with the number, an Apple ID in the company name, and the authorized signatory's details.
- Phone verification. Apple may call the company to confirm the applicant's authority. The owner or signatory answers, not us.
Start the request in the first week of the project. The broader guide to both stores is in publishing on the App Store and Google Play from Saudi Arabia.
What we do and what the client signs
| Step | Horizon Tech | Client |
|---|---|---|
| D-U-N-S lookup or request | Prepare and review the data | Submits in their name |
| Apple Developer account | Step-by-step guidance | Enrolls, accepts agreements, pays USD 99 to Apple |
| Google Play account | Guidance and store listing | Registers and pays USD 25 to Google once |
| Financial and tax agreements | Explain what is asked | Signs, since they are in the company name |
| Build and submit for review | Upload with limited permissions | Approves the release |
| Store listing, screenshots, privacy policy | Write, design and publish | Approves the content |
| Review feedback | Respond and adjust until approval | Nothing |
| Handover | Revoke our access, deliver source code | Sole owner of both accounts |
Publishing on both stores is included in the SAR 3,999 app package for the first year; details are on the pricing page. The only cost outside the package is the store fees, paid from the client's account directly to Apple and Google.
The most common rejection reasons and how we avoid them
- Forced login before any content. If browsing does not need an account, Apple rejects an app that locks everything behind sign-in. We build guest browsing and ask for registration at booking or payment.
- No account deletion. Any app that creates accounts must let users delete them inside the app. We place deletion in settings with server-side removal.
- Vague permission descriptions. "We use your location to show the nearest branch and calculate delivery fees" passes; "to improve the service" does not.
- An app that looks like a wrapped website. A browser shell around your site is rejected. Our apps are built in Flutter with native interfaces, notifications and functions the website does not offer.
- The wrong payment method. Physical goods and services go through the payment gateway; digital content and subscriptions go through Apple's system. We settle this before coding.

Fees paid directly to the stores
Official fees are two items: USD 99 per year for the Apple Developer account, which removes the app from the store if it lapses, and USD 25 once for Google Play. The client pays both inside the accounts; they never pass through us and are not part of the package price.
