Opening an Online Store in Saudi Arabia: The Documents You Need Before the First Riyal

Opening an Online Store in Saudi Arabia: The Documents You Need Before the First Riyal

Quick answer

You need three documents before your Saudi online store receives its first riyal: a commercial registration or a freelance certificate, store authentication at the Saudi Business Center, and a business bank account the payment gateway can settle into. Fees and thresholds change from year to year, so take the numbers from the authorities' own websites rather than from articles. After the paperwork comes the store itself, which we build at a published price starting from SAR 599, delivered within 48 hours of content and brand approval.

Commercial registration or freelance certificate: which one is enough

The first document proves you are an entity allowed to sell. There are two options, and each suits a different stage of the business.

  • The freelance certificate is issued by the national Freelance platform to individuals who run an activity themselves, with no employees and no premises. It is enough for someone who makes or resells products at a small scale and wants to start with minimal commitment. Some payment gateways and carriers accept it, others insist on a commercial registration, so ask the gateway you intend to use before you choose.
  • The commercial registration is issued by the Ministry of Commerce through the Saudi Business Center and works at every size. You need it if you plan to hire, open a warehouse, contract with larger suppliers or apply for financing. It is also what most payment gateways ask for without discussion.

The practical rule: if the store is an experiment you want to measure before investing, start with the freelance certificate if your preferred gateway accepts it. If you already know the business will grow in its first year, open a commercial registration today, because moving accounts and contracts from your name to the company's name later takes longer than issuing the registration itself. Fees and conditions are published on the Saudi Business Center website, and we do not quote them here because they change.

Store authentication and the business details customers see

The second document is the authentication of the online store itself at the Saudi Business Center. The idea is that a customer who opens your store can confirm they are dealing with a real, verified business rather than a page with no address. The Saudi e-commerce law requires the store to display information that identifies the seller: the business name as it appears on the registration or certificate, the registration or certificate number, a working contact channel someone actually answers, the national address or city of operation, and the authentication certificate or its badge in a visible place, usually the footer.

We place these details in the footer of every page of the stores we build, with an About page repeating them. Not only because the law requires it, but because Saudi customers look for them before paying and leave a store where they cannot find them. The steps and documents for authentication are on the Saudi Business Center website and vary by entity type.

Payment, shipping and the policies Saudi customers expect

The third item, the business bank account, is not a document in the strict sense, but it is a condition you cannot skip: the payment gateway settles your sales into an account in the name of the business or the certificate holder, and asks for a statement or IBAN certificate during onboarding. Open the account before applying to the gateway, not after, because activation depends on it.

Then come three things every Saudi customer expects: payment with mada first, then Visa, Mastercard and Apple Pay, plus instalments through Tabby or Tamara for anything above a few hundred riyals; shipping with two options, express and standard, and the cost shown early rather than at the last step; and policies for returns and exchanges, privacy and terms of use, written in line with the e-commerce law and shown before payment. We cover gateways, carriers and setup step by step in the Saudi e-commerce store guide; this article stays on the paperwork.

A ready store at a published price

The three documents are in your hands and we cannot issue them for you. The store itself we build at a published price that does not change after signing:

PackagePriceDeliveryWhat you get
Store on a websiteSAR 599Within 48 hours of content and brand approvalA store that works on phone and desktop, payment gateway, policy pages, business details in the footer
Store as an app with a connected websiteSAR 4,399Starts from 14 days depending on scope, written in the contractAn app on the Apple and Google stores from one codebase, a website sharing the same products and orders, and an admin panel

The first year is included in both: server, hosting, domain, security certificate, OTP messages, store submission, support and warranty. Renewal from the second year is your choice at 20% of the contract value per year with no automatic renewal. Source code and accounts are handed over in your name, so the store is never held hostage. Payment is by transfer to Al Rajhi or in up to five instalments through Tamara, MISpay, Madfu or Emkan subject to the provider's approval. Full details are on the online store package page and the rest of the packages on pricing. A multi-vendor store or one that must connect to an existing inventory system is a custom project priced after a free analysis session; our approach is described under e-commerce development.

What actually delays launch

In our experience it is not the registration, the authentication or the gateway that delays stores. It is content. The 48 hours start at content and brand approval, and most clients reach that point weeks after signing because product photos are not ready, descriptions and prices are scattered across chat messages, the logo and colours are still being debated, and the return policy has not been decided. A white-background photo set at one size per product takes a single day of shooting but is always postponed, and a store without good photos does not sell no matter how it is designed.

Our advice: start the three documents and the content preparation on the same day. They run in parallel, and the store is then ready the day the authentication certificate arrives, not a month later.

Frequently asked questions

I want to sell from home. Do I need a commercial registration?
Not necessarily. A freelance certificate is enough for someone running a small activity personally, provided the payment gateway and carrier you want accept it. Check that condition first, because it decides the question in practice.
Is store authentication mandatory?
The e-commerce law requires the store to display information identifying the seller, and authentication at the Saudi Business Center is the official way to prove it. Check the Center's website for the cases and documents that apply to your entity type.
How much do registration and authentication cost?
The fees change, which is why we do not print them. Take the number from the Saudi Business Center website on the day you apply; any article quoting a fixed figure may be out of date.
What do I need to activate a payment gateway?
Usually the registration or certificate, an IBAN certificate for a business account, the owner's ID, and a store link with the policies and business details already visible. Each gateway has its own list, and we send you the list for the gateway we connect before we start.
Do I need VAT registration from day one?
It depends on your revenue, and the mandatory and voluntary thresholds are published by the Zakat, Tax and Customs Authority. Know your position before launch, because the invoice your customer receives depends on it.
When is a website store enough and when do I need an app?
Start with the website if the store is new and customers do not know you yet, because a website reaches them from search and ads with nothing to install. Add the app once you have repeat buyers who benefit from notifications and quick sign-in. The app and website package gives you both from one database.
